The Department of Housing and Urban-Rural Development of Dongguan City, Guangdong Province interprets the policy on matters related to the implementation of prefabricated buildings

In order to further promote the industrialization of new buildings and continuously improve the quality of housing construction, on September 14, the Dongguan Municipal Bureau of Housing and Urban-Rural Development issued the "Notice on Supplementing and Clarifying the Implementation Scope of Prefabricated Buildings in Our City and Adjusting the Calculation Requirements for Assembly Rates". Recently, the Dongguan Municipal Bureau of Housing and Urban-rural Development conducted a policy interpretation of the notice and refined the "three key points."


This interpretation supplements the scope of implementation of prefabricated construction projects. It is mainly to supplement the content of the first paragraph of the "Notice on Further Clarifying the Implementation Scope and Related Work Requirements of Our City's Prefabricated Buildings" (hereinafter referred to as the "Implementation Scope Notice"). The key point is that the implementation project of Dongguan prefabricated construction is a new housing construction project, including new land transfer projects (including transfer forms such as bidding, auction and collective transfer), urban renewal projects, and old land restart construction projects(re-apply for construction planning conditions or land use planning permits).


Before December 31, 2020, prefabricated buildings shall be implemented for newly built non-financial investment housing construction projects with a built-up area exceeding 100,000 square meters (calculated based on the upper limit of the plot ratio, the same below). Starting from January 1, 2021, new non-financial investment housing construction projects with a built-up area exceeding 50,000 square meters shall implement prefabricated construction.


The interpretation pointed out the adjustment scope of the implementation requirements of prefabricated buildings for industrial and residential projects. It is mainly to adjust the scope of implementation of industrial projects on the basis of the third paragraph of the "Notice of Implementation Scope". It is further clarified that factories and warehouses with a single above-ground building area of more than 5,000 square meters (subject to the project planning license data, the same below) are not subject to prefabricated building evaluation requirements if the planned height is less than 60m (including 60m). For factories and warehouses with a single ground floor area of more than 5,000 square meters, and those with a planned height of 60m or more, they will be included in the evaluation scope of prefabricated buildings.


For industrial projects, the pre-evaluation of pre-evaluation of prefabricated buildings is carried out in the appendix of the "Notice on Pre-evaluation of Prefabricated Construction Projects". The volumetric building area of factory buildings and warehouses may not be included in the calculation base of the area of horizontal prefabricated components that should be used in the project. When the steel structure or steel-concrete structure system is adopted for the factory building and warehouse building, the capacity building area of the factory building and warehouse building can be included in the calculation base of the number of horizontal prefabricated components that should be used in the project.


Educational buildings built in industrial and residential projects shall be implemented in accordance with the requirements of educational projects in the "Notice of Implementation Scope". Educational buildings refer to buildings mainly used for education and training, such as kindergartens, employee schools, teaching (training) centers (buildings), etc.


The notice explains the adjustment and supplement of the calculation items of the assembly rate. The horizontal prefabricated component area that should be used in the project in the “Basic Requirements” in Annex 2-3 “Dongguan Prefabricated Building Assembly Rate Calculation Rules III” of the "Pre-evaluation Notice" refers to the net area of the prefabricated component. It does not include the area of post-poured concrete at the connecting part of the prefabricated components. When calculating the assembly rate "horizontal structure prefabricated parts application proportion" scoring item, the post-pouring concrete area of the connecting part between the prefabricated components can be included in the relevant standards.
