98 old communities in Qinhuangdao City will be renovated before the end of October

As a renovation and upgrading project of the old community in 2021, in May this year, the Great Wall Garden Community in Haigang District of Qinhuangdao City began to renovate, replacing various pipe networks, re-laying the ground, adding leisure seats, and creating ecological parking spaces. Although the renovation is not over yet, the community has a new look.

"Our community was built in 1998, and all aspects of the aging are very serious. Now, watching the community change day by day, our heart is beautiful." Looking at the beautiful community, the resident Geng Dabao was overjoyed.

Since the beginning of this year, Qinhuangdao City has taken the "I Do Practical Work for the Masses" as a starting point, focused on the urgent and worries of the masses, insisted on improving people's livelihood as the core, vigorously promoted the transformation of old urban communities, and effectively improved the living conditions and living environment of the masses. 

In 2021, there will be 98 districts in the old districts in the towns of Qinhuangdao City. The number of renovation buildings is 668, involving 26,949 households and a construction area of 2,232,136 square meters. The planned investment at the beginning of the year is 456 million yuan, and it is currently adjusted to 597 million yuan. Up to now, the city has completed 534 million yuan in renovation investment in 2021, and the completion ratio exceeds 89%.

In order to promote the transformation of old communities, the Qinhuangdao Municipal Housing and Urban-Rural Development Bureau strengthened the overall planning of the transformation of old communities, and each county as the main body of responsibility accelerated the promotion of the transformation of old communities to ensure that the transformation tasks were completed with high quality by the end of October.

"In the transformation of old communities in cities and towns throughout the city, we are actively exploring the construction of new mechanisms and new models for the transformation and management of old communities to promote urban renewal and development. Coordinate and supervise the county and district governments to guide the transformation departments, sub-district offices, community neighborhood committees, and property service companies to coordinate and link, strengthen the transformation and management system construction, and jointly do a good job in the transformation and upgrading of old communities." The relevant person in charge of the Office of the Leading Group for the Reconstruction of Old Communities in Qinhuangdao said. At the same time, Qinhuangdao City will gradually establish a long-term mechanism for the governance of old communities with the guidance of "Baijia Community" and "Demonstration Community", improve grassroots organizations, and create a community governance pattern featuring consultation, conspiracy, co-construction, sharing, and co-governance. .

During the renovation of the old communities in Lulong County, the newly built leisure squares used permeable concrete to speed up the absorption and storage of rainwater; the seaport area launched 68 community comprehensive rain and sewage diversion treatment projects to focus on improving the ecological environment. Counties and districts such as Qinglong use the abandoned boiler rooms and other idle houses in the community to rebuild the community’s elderly activity venues to enrich the community’s cultural life... In the process of rebuilding the old community, Qinhuangdao City strengthened the sponge city element and the humanistic concept of benefiting the people, and further optimized the living environment and increased the happiness index of residents by improving the community environment and adding supporting facilities.

"In response to the problem of installing elevators, which is of high concern to residents, we organize personnel to enter the community to understand the residents' wishes and promote the pilot work." The person in charge of the special class for renovation of old communities in Qinhuangdao said that as of now, 876 owners have been collected and agreed to install elevators.

In terms of renovation funds, Qinhuangdao City actively builds a multi-channel and sustainable fund raising model for the renovation of old communities, including government funding, reasonable sharing by residents, investment by franchised units, and market operations. In terms of project approval policies, all counties and districts actively promote "project tolerance + parallel approval" and issue all approval results within the stage at one time. After the transformation plan is jointly reviewed and confirmed by the county and district, the development and reform, planning and other departments directly handle the project approval, land use, and planning approval procedures. In terms of land use policy, strengthen the intensive and mixed use of existing useful land, and allow the use of the existing land in the community and surrounding areas to construct various supporting and public service facilities without violating the planning and obtaining the consent of the use right holder and neighboring right holders.
