Housing and Urban-rural Development Bureau of Taishan District, Tai'an City: Taking multiple measures to promote the high-quality development of building energy conservation

Building energy efficiency is an important measure to achieve China’s “carbon peak and carbon neutrality” and a key link in advancing supply-side structural reforms and the development of new urbanization. Since the beginning of this year, the Taishan District Housing and Urban-rural Development Bureau has conscientiously implemented decisions and deployments at all levels, concentrated efforts, innovated measures, and made every effort to promote the high-quality development of building energy conservation. Up to now, the newly started green building area is about 1.16 million square meters, and the prefabricated building is about 670,000 square meters. The new start task of the prefabricated building for the whole year has been completed ahead of schedule.

Strict source control. Strictly implement the "Taian City Real Estate Development Project Construction Conditions Opinions" system, put forward construction conditions opinions on the application ratio of prefabricated buildings, green building design standards, etc. before the land bidding for real estate development projects, and conduct strict review from the source. Up to now, construction conditions have been proposed for the proportion of green buildings and prefabricated buildings in 14 real estate development projects in our district, and written opinions have been issued.

Strengthen policy implementation. According to the relevant requirements of the "Shandong Province Green Building Action Implementation Plan", strict building energy conservation and green building standards are required to conduct design and construction drawing reviews. At present, the implementation rate of the green building design standards and the mandatory energy-saving standards for new buildings in Taishan District has reached 100%. In accordance with the "Guidelines for the Promotion of Prefabricated Buildings in Tai'an City" (Taijian Zi [2021] No. 7), the requirements for prefabricated buildings are included in the approval process of the project. Fully implement prefabricated construction for government investment projects, new public rental housing, shantytown reconstruction, and urban village reconstruction. All five urban village reconstruction projects including Jinxing Area and Xialiyuan in Taishan District, and the high-end comprehensive Yiyang Center project in Anjiazhuang Village will adopt prefabricated buildings. For the 14 real estate development projects newly provided for land in the jurisdiction, all of them shall be implemented in accordance with the policy requirements that the proportion of prefabricated building area in the total above-ground building area of the project is not less than 32%, and the assembly rate of prefabricated buildings is not less than 50%.

Promote renewable energy. Actively promote solar thermal integration, ground source heat pump and other new energy building applications, and fully adopt solar integrated design for residential buildings and centralized hot water supply buildings below 100 meters in cities and towns in our district. Air source heat pump technology and sewage source heat pump technology are used in the Canziyu Project in Zhuang Town, Shanggao Street Tiansuo Jiayuan Project, and Emerald Jiayuan Project. At present, the area of air source heat pump technology in our district is about 67,000 square meters, and the area of sewage source heat pump technology is about 128,000 square meters.

Create a working atmosphere. Actively use energy-saving publicity week and low-carbon day activities to organize government departments, sub-districts and towns to watch cloud party classes, participate in knowledge quizzes with prizes, and guide relevant companies to adopt WeChat public accounts, hanging banners, and other forms to promote building energy conservation policies, laws and regulations. Prepared and issued the "Assembly of Prefabricated Building Documents" to popularize regulations and policies on building energy efficiency. At the same time, with the help of this year's urban energy efficiency improvement project work, the district will promote building energy efficiency and green building effectiveness, and create a strong work promotion atmosphere.
