The transformation of old communities in Anhui Province ushered in an "upgraded version"

On August 27, the signing and project launch conference for the renovation of old communities in cities and towns in Anhui Province was held. At the meeting, social capital participated in the old community renovation project and signed a concentrated contract. The housing and urban-rural construction (real estate) departments of 16 provincial cities announced the old community renovation project to be promoted in a market-oriented manner in 2022, attracting capital attention. It is hoped that through "using the logic of the market to find things and the power of capital" to form the accumulation of projects, capital and talent elements, and promote the high-quality development of the transformation of old urban communities.

At present, the renovation of the old community has expanded from the renovation of basic public facilities and equipment such as water, electricity and gas in a single community to a list of more than 30 renovation items such as environmental improvement, ageing, energy-saving renovation, installation of elevators, and parking in the community. The transformation is no longer limited to "within the red line of the community", but extends to the surrounding area of the community. Including the improvement and improvement of surrounding cultural and leisure, elderly care, nursery, catering, convenience supermarkets, housekeeping and other service points, to meet the all-round needs of residents' daily life and elderly care, support for children, parking and other services. At the same time, the transformation of old communities has been promoted from a one-time investment transformation to a "one-off" transformation in place + long-term operation and management, focusing on establishing and improving a long-term management mechanism after transformation, forming a benign market return environment, sustainable and expandable. In addition, the renovation of old communities can also encourage residents to renew their home appliances, upgrade their interior decoration, install elevators, etc., to stimulate consumption.

It is reported that a total of over 20 old community renovation projects were signed this time, involving approximately 35.38 million square meters and 59,000 households. The preliminary plan for the next promotion of key projects exceeds 170. "Respond to the people's expectations for a better living environment and promote the use of market-oriented methods. With the help of social forces, we will improve the level of transformation of old communities, attract more and better capital to participate in the transformation, and achieve a win-win situation for protecting people's livelihood, promoting development, stabilizing people's hearts, and expanding investment." The main person in charge of the Provincial Department of Housing and Urban-Rural Development said, "The Department of Housing and Urban-Rural Development and related functional departments have jointly issued a series of support policies for transformation, including land, finance, planning, financial incentives and project review and approval, etc., to prepare for the entry of social capital."

In the past five years, the province has renovated 3,024 old communities, renovated a building area of 98,518,600 square meters, directly invested more than 11 billion yuan, and improved the living conditions of more than 1.107 million households. Anhui Province plans to complete the renovation of about 5,600 old communities by the end of the "14th Five-Year Plan" period, and complete the goal and task of rebuilding old communities built before the end of 2000.
