The field of prefabricated construction in Hainan Province will fully implement negative list management

On September 7, the reporter learned from the Department of Housing and Urban-Rural Development of Hainan Province that the five departments of Hainan Province jointly issued the "Notice on Matters Concerning Further Steadily Promoting Prefabricated Buildings." Government investment is required for public building projects such as offices, schools, hospitals, stations, ports, airports, libraries, museums, science and technology museums, municipal infrastructure, bridges, etc., to adopt prefabricated construction and integrated solar energy building applications. At the same time, since 2022, negative list management will be implemented in the field of prefabricated buildings.

In order to further steadily promote the development of prefabricated buildings, combined with specific issues in the promotion of prefabricated buildings in Hainan Province, the notice clarified the incentive policy and implementation scope of prefabricated buildings. The incentive policy for prefabricated building floor area ratio will continue until December 31, 2022. Social investment commercial housing projects that meet the current "Assembly Building Evaluation Standards" (GB/T51129-2017) and the "Assembly Rate Calculation Rules for Prefabricated Buildings of Hainan Province" can receive floor area ratio rewards. Project awards shall not be subject to any conditions, and the award area does not account for the annual commodity housing plan targets.

Starting from 2022, the prefabricated construction field will fully implement negative list management. All projects that need to go through engineering construction procedures in accordance with the law can not be constructed in a prefabricated manner, including those with a total construction area of less than 5,000 square meters. The building area of the supporting facilities of the project (garbage room, power distribution room, etc.) is not more than 2,000 square meters, and the total area is not more than 10% of the total building area of the project; new industrial construction projects with a single building of less than 2,000 square meters. Other projects that do not intend to use prefabricated construction due to technical reasons will continue to be implemented in accordance with the "Notice on Accelerating the Development of Prefabricated Buildings."
