The Suzhou Housing and Urban-Rural Development Bureau continues to strengthen the construction of the building energy conservation supervision system, and vigorously promotes the promotion and application of green buildings. In the first half of 2021, the city's green building area was about 3.29 million square meters, including 2.63 million square meters of residential buildings and 660,000 square meters of public buildings; the completed area of prefabricated buildings was 790,000 square meters, accounting for 15.6% of new buildings.


The first is to increase policy implementation and promote energy-saving renovation of existing buildings. The Municipal Bureau of Housing and Urban-Rural Development has fully implemented the provincial and municipal decisions and deployments on accelerating the development of green buildings, and comprehensively promoted the implementation and application of green buildings throughout the city. Since January 1, 2018, all new civil buildings have been designed and constructed in accordance with green building standards; existing buildings have been combined with old city reconstruction and urban and old district reconstruction, and the green reconstruction will be implemented simultaneously. Carry out pilot projects for the construction of green rural houses, and promote the application of new wall materials and renewable energy in rural buildings.


The second is to gradually increase the proportion of prefabricated buildings to effectively support regional development. Comprehensively promote the application of prefabricated construction technology, covering the city's affordable housing, talent apartments and other residential buildings and government-invested public buildings with a construction area of more than 100,000 m2, with an assembly rate of not less than 30%. In 2021, the city plans prefabricated buildings to account for 18% of new buildings throughout the year. According to the principle of zoning promotion and classification implementation, the development of prefabricated buildings is divided into key areas (central urban areas, no less than 30%), actively promoted areas (main urban areas of counties and various industrial parks, no less than 20%). %), and areas encouraged to promote (no less than 10%), implement general project contracting, and formulate specific measures in terms of policy incentives, security deposit payment, fiscal, taxation and financial support, and land use security.


The third is to actively apply for prefabricated construction pilot cities to promote the high-quality development of integrated construction of enterprises. At the end of July this year, the Municipal Housing and Urban-rural Construction Bureau earnestly performed the duties of the industry authorities and took the lead in successfully declaring the city as the first batch of provincial-level prefabricated building demonstration cities. It is clarified that by 2025, no less than 2 prefabricated construction projects will be started each year, of which there will be no less than 1 prefabricated construction project of the vertical load-bearing component technology system. Each county has cultivated or introduced no less than one integrated design and construction enterprise, and formed a prefabricated construction enterprise integrating design, production and construction. The city has cultivated a total of 5 prefabricated construction industry bases, and prefabricated buildings account for more than 35% of the newly built construction area.
