Zhejiang Province aims to achieve 98% of newly built green buildings in cities and towns within 5 years

On September 7th, the reporter was informed that the Zhejiang Provincial Department of Housing and Urban-Rural Development recently issued the "Action Plan on Building a Model for the High-quality Development of Housing and Urban-Rural Development in the Province to Promote the Construction of a Demonstration Zone for Common Prosperity (2021-2025)" (hereinafter referred to as the "Plan"). It is proposed to promote carbon neutrality in the construction sector, industrialization of new buildings, and transformation and development of the construction industry. It is planned that by 2025, the proportion of green buildings in new urban buildings will reach 98%.

The "Plan" mentioned that Zhejiang will aim to "make life better in cities, make people more yearning in the countryside, and make people more satisfied with housing" as its goal, planned that by 2025, the urban and rural housing will be more livable, the urban and rural sceneries will be more beautiful, the urban and rural functions will be improved, and the construction management will be more refined.

Promote the transformation and development of the construction industry and consolidate the support of urban and rural infrastructure

According to the "Plan", Zhejiang will implement carbon peaking actions in five major building areas: green and low-carbon standards for new buildings, green construction, renewable energy building applications, energy efficiency improvement of existing public buildings, and green life promotion. Among them, in order to promote carbon neutrality in the construction sector, the industrialization of new buildings and the transformation and development of the construction industry, the province will achieve 98% of green buildings in new urban buildings within five years.

At the same time, the province will cultivate more than 200 key enterprises for general contracting and full-process engineering consulting, promote the application of building information modeling (BIM), build 150 technical centers above the provincial level, and reach 100% coverage of smart construction sites.

In terms of urban and rural infrastructure, Zhejiang will improve the management system for the development and utilization of urban underground space and take the lead in launching a pilot project for the construction of "invisible cities" in metro cities. Promote the construction of sponge cities, build a network of 2,000 kilometers of urban and rural green roads, and achieve a 10-minute walk to parks and green spaces in the city.

Build a "1+4" digital system to enhance the smart governance capabilities of housing and construction

Under the wave of digital reform, in order to improve the smart governance capabilities of housing and construction and strengthen the safe operation of the entire field, the "Plan" proposes to improve the safety protection system of urban roads, underground spaces, bridges, tunnels, gas, and water drainage. Build integrated applications for urban operation safety, implement key actions to tackle urban waterlogging, and basically eliminate existing key flood-prone points.

On the issue of housing safety management, Zhejiang will build a digital supervision system for urban operation, strengthen construction project quality safety supervision and housing safety management, explore the establishment of a basic housing safety guarantee mechanism for low-income families in rural areas, and establish a sound urban and rural disaster prevention and mitigation system.

In addition, Zhejiang will reshape the relationship between the government, society, enterprises and individuals in the context of common prosperity. The "Plan" proposes to build a "1+4" digital support system, and accelerate the formation of a smart governance system network and integrated applications in the four major fields of digital engineering, digital housing, digital urban construction, and digital urban management. Take the lead in forming production methods, lifestyles, and governance methods that are compatible with the digital transformation era.
