The "Notice" pointed out that it is necessary to vigorously develop green and energy-saving housing. Focusing on the carbon peak goal, promote the transformation of residential construction to a green, intensive and ecological direction. Fully implement the "Green Building Design Standards", "Residential Design Standards" and "Residential Building Thermal Environment and Energy-saving Design Standards" to improve the energy-saving level of new residential buildings, and improve the building's indoor air, water quality, sound insulation and other health performance indicators. Construct and improve the whole-process supervision system of green housing design, construction, acceptance and operation. In conjunction with the renovation of old communities, the energy-saving renovation of existing residential buildings shall be gradually carried out. Increase the popularization and application of solar thermal systems in residential buildings, and promote the application of renewable energy heat pump technologies such as ground, water and air sources in accordance with local conditions. Accelerate the promotion and application of green building materials certification, establish a green building materials acceptance mechanism, and gradually increase the proportion of green building materials used in new residential buildings.

At the same time, it is necessary to change the way of housing construction. Promote prefabricated construction methods, steadily develop prefabricated houses, and vigorously promote prefabricated decoration. Increase the application of intelligent construction in all aspects of engineering construction, and accelerate the promotion of the integration and innovative application of building information modeling (BIM) and the new generation of information technology. Form an intelligent construction industry system integrating scientific research, design, production and processing, construction and assembly, operation and other entire industrial chains to improve the quality, safety, efficiency and quality of residential projects. Instruct Changzhou City to do a good job of green construction pilot work, accelerate the popularization and comprehensive application of new construction technologies, processes and new environmental protection materials, and greatly reduce energy consumption, material consumption and water consumption. Actively develop finished housing and advocate full-menu decoration to meet the individual needs of consumers.
